Amendment Act, 2026

The LGMA welcomes the Ministry of Housing and Municipal Affairs’ efforts to strengthen the responsible conduct framework for local elected officials. Feedback from local government staff, including through the LGMA-UBCM discussion paper, "Potential for Change: Responsible Conduct Framework for Local Government Elected Officials," has highlighted the need for greater clarity and consistency in conduct expectations.

A provincewide code of conduct, supported by transparent complaint, investigation, and sanctions processes, will help enhance accountability, support healthier governance relationships, and strengthen public trust in local decision‑making. These amendments represent an important step in aiding local governments that serve communities across British Columbia.

As the sector prepares for these changes, the LGMA will continue to provide education and resources for implementation. This includes hosting a pre‑conference workshop “Beyond the Code: Operationalizing Responsible Conduct in Local Government” at our 2026 Annual Conference, at the 2026 Corporate Officers Forum, and developing additional tools and knowledge sharing efforts to assist local governments in adapting to these amendments.

Management Month, 2026

Records and Information Management (RIM) Month, is celebrated worldwide in April each year. Many records and information managers in local government organizations use this opportunity to raise awareness and educate staff and leadership about the importance of information management through creative, unique promotions within their organization. The goal is to emphasize the significance and relevance of organizing and maintaining records and data to manage information efficiently and effectively.

Let the Record Show the Importance of Information Governance

Every local government employee creates, uses, and manages information—and plays a role in ensuring it is governed responsibly and in compliance with legislated standards.

To keep staff informed about requirements and expectations, the City of Maple Ridge has launched “ For the Record” , a quarterly staff newsletter. It features archive stories, privacy and legal updates, and practical records management tips. Beyond the “what” and “why,” it uses storytelling to show how strong information governance preserves our civic identity and strengthens community through shared history.

This communication is especially important as the City adopts large language models (LLMs) and other generative AI tools . While these technologies can improve local government work, they can also introduce risk if not implemented and used carefully—impacting accuracy, reliability, accountability, integrity, and compliance. Ongoing staff awareness (including through the newsletter) is a practical way to reduce organizational risk and support responsible use.

On April 1 , staff will also release an “Off the Record” edition to mark April Fools’ Day and celebrate Records and Information Management Month , using humour to boost engagement. Sample headlines include: “HEARTBREAKING: Long-anticipated time capsule full of expired A&W coupons” and “Records Centre revealed to be portal to Paper Realm.”

The City of West Kelowna is celebrating Records and Information Management (RIM) Month with the launch of its new and enhanced Records & Information Management Program, along with a series of workshops designed to support staff in effectively managing their records. These workshops include From Chaos to Control: Email Management Made Easy, OneDrive Management, and Spring Cleaning Your Records!

The objective of RIM Month is to promote a strong workplace culture that prioritizes the effective management of records and information across the City. The Corporate Records Team has worked diligently to develop and implement new policies, guidelines, manuals, and resources, which will be rolled out throughout the month of April. These updated policies support the evolving records management environment by increasing awareness and compliance, particularly for the management of electronic records.

To round out the month and further encourage active participation, CWK will host an Email Management Contest at the end of April, encouraging best practices for managing emails and helping staff reduce inbox sizes through the appropriate capturing and deletion of records.

The LGMA will be holding a series of Advanced Elections Workshops for local government and school officials in advance of the 2026 General Local Government Elections. Representatives from the Ministry of Housing and Municipal Affairs, Elections BC, and the LGMA Elections Advisory Committee will be leading the workshops by Zoom.

These workshops are designed to supplement the 2026 BC Local Elections Manual helping to prepare employees with all the tools, skills, and confidence needed to hold a successful local government or school trustee election.

Overseas Manager Exchange Program - 2026/27 Application Period Open

In partnership with Taituarā — Local Government Professionals Aotearoa, LGMA is now accepting applications for the 2026/27 Overseas Manager Exchange Program . Open to LGMA regular members who have held membership for two or more years, this opportunity is one of a range of LGMA initiatives that provide leadership and development opportunities specifically tailored to the local government environment. LGMA will cover travel costs of up to $5,000.

Gain professional, personal, and cultural experience that can strengthen your management skills and competencies, be applied back at your local government, and support your career development. Key components and benefits include:

• spend two weeks in Aotearoa New Zealand visiting local governments, networking, and establishing long-lasting relationships,
• attend the Taituarā Annual Conference in September 2026,
• discuss local government issues with your host manager and how they are being addressed,

We at the LGMA are deeply saddened by the tragic events that took place on February 10 at Tumbler Ridge Secondary School. We extend our heartfelt condolences to the families and loved ones of those who lost their lives, to those who were injured, and to everyone in the community who has been impacted by this unimaginable tragedy.

Our thoughts are with the residents of Tumbler Ridge as they navigate this profound loss. Our hearts are with the District of Tumbler Ridge, first responders, emergency personnel, mental health providers, and all those who are caring for the community during this incredibly difficult time. Please know that you are not facing this tragedy alone. Local governments across the province are holding you in their thoughts, grieving alongside you, and hoping for healing in the days ahead.

We also recognize the trauma experienced by survivors, school staff, and all those supporting the community’s response and recovery. For local and First Nations government staff who may be personally affected or involved in response efforts, mental health resources can be found on our website .

2025 New Zealand Exchange Report

Aotearoa New Zealand Exchange Report

Last year, Linda Glenday, CAO for the District of Squamish, was selected as the successful applicant for LGMA’s 2025–2026 Overseas Exchange Program . Representing British Columbia, she attended the Taituarā Conference in Aotearoa New Zealand in September 2025. In June 2026, she will host her exchange partner, Jenni Cochrane, Group Manager Customer Experience, Matamata-Piako District Council. A complimentary LGMA-hosted lunch hour discussion is being offered to CAOs who want an informal space to connect with peers and gain support and advice for the challenges faced on a day-to-day basis. This virtual opportunity is inspired by the historical efforts of local government leaders who have sought to create informal opportunities for CAOs, by CAOs. Bring your own lunch and take advantage of the wisdom of your peers while you strengthen your professional networks in a safe, supportive environment.

The CAO Advisory Committee, with the support of the LGMA, has identified the need to build on previous efforts by local government leaders to strengthen informal networking opportunities for CAOs by hosting a virtual space for CAOs to connect with their peers and engage in collaborative problem-solving. The CAO Advisory Committee and the LGMA acknowledges the incredible work that has been done by past leaders to hold space for these important gatherings and recognizes that this work would not be possible without such a solid foundation upon which to build. As another successful year of LGMA training and professional development comes to a close, we’re looking back on some of the many achievements by the sector and the association in 2025! Collectively, you all logged countless hours of learning, levelled up your skills, and collaborated in networks to create more vibrant BC communities. From packed courses to dynamic virtual sessions, LGMA training continued to empower professionals across BC, including:

LGMA Internship Program

This year, LGMA re-launched the LGMA Internship Program for the first time in 13 years! We saw:

250 students engaged in discussions around careers in local government at in-person events
5 LGMA interns and 1 NDIT intern actively engaged in meaningful work in a 12-month internship
6 communities that agreed to host interns and support their local government capacity

The CAO Forum is an annual offering for local government chief administrative officers (CAOs) to connect, share experiences and in-depth discussions on key topics impacting their work. The Forum will feature interactive, two-way discussions with speakers on subjects of interest to local governments and provide an excellent opportunity for frank and open dialogue. This year’s theme, Weathering Change, will provide a lineup of interactive sessions with expert speakers covering topics such as leading with compassion, strategic plans, emergency service cost management, legal updates, and more. Since BC’s adoption of the Declaration Act (DRIPA) in 2019, there have never been better opportunities for collaboration and relationship building between First Nations and local government administrators. With the support of the Fraser Basin Council (FBC), the Local Government Management Association (LGMA) and First Nations Public Service Secretariat (FNPSS) have been jointly developing and delivering a series of land use planning regional workshops – and are now hosting a third and final regional workshop.

In the spirit of collaboration and knowledge-sharing, we strongly encourage planners and administrators interested in this workshop to reach out and invite their First Nations/local government counterparts they work with to attend the workshop together.

Program Eligibility: The content of this regional workshop is specifically curated for the Northern BC region . To ensure equitable access to the workshop, we limit registration to two (2) seats per organization . If you wish to register more than 2 individuals from your organization or wish to attend but do not meet the criteria, please contact LGMA Office at office@lgma.ca to express your interest.

Local Government Internship Program Host Applications Now Open

The LGMA is proud to launch the second year of the Local Government Internship Program! Host applications for the program are now open.

Building on the success of the first year, this innovative program continues to strengthen local government capacity and inspire future leaders. Funding will be provided to six local governments to host one intern each, including one position administered in partnership with the Northern Development Initiative Trust .

Interns gain 12 months of hands-on experience, professional development, and mentorship, while host communities benefit from fresh perspectives, strong enthusiasm for learning about local government, and creative problem-solving. Thank you to the generous financial support of the Province of British Columbia through the Ministry of Housing and Municipal Affairs.

LGMA acknowledgement of the unmarked gravesites located at former St. Augustine’s Residential School on shíshálh Nation territory (Sechelt, BC)

The LGMA acknowledges with heavy hearts the news of 41 additional unmarked gravesites identified by archaeologists, bringing the community total to 81, on the territories of the shíshálh Nation in BC. In 2023, the shíshálh Nation announced the first results of the ground-penetrating radar (GPR) scans within the areas in and around the former St. Augustine’s Residential School grounds. In the last 18 months since, the GPR team has been scanning additional areas identified through the stories and memories of shíshálh Survivors. Read the full announcement, including words from Chief Lenora Joe, on the shíshálh Nation website .

Our deepest condolences go out to the people of the shíshálh Nation. The LGMA acknowledges the immense pain and compounded grief experienced by Indigenous communities around the country. We acknowledge that this news can be triggering. We encourage local governments to honour the compounded and ongoing pain and grief Indigenous communities are experiencing by considering the ways in which they can support Indigenous peoples and First Nations governments. We encourage non-Indigenous leaders to read and reflect on the Truth and Reconciliation Commission’s “ Canada’s Residential Schools: Missing Children and Unmarked Burials ” Report; from this important report, we recognize that the immense grief felt by Indigenous peoples represents only a fraction of this horrific reality that continues to grow with each discovery of unmarked graves. We remain committed to assisting local governments to implement the Calls to Action in the Truth and Reconciliation Commission report of 2015 .

The summer 2025 issue of Exchange magazine " Plotting your Course with Strategic Planning ” is now available. BC local governments began to adopt strategic plans roughly 25 to 30 years ago as a means to navigate the expanding scope and complexity of their work. Over time, these plans have become essential for priority-setting and decision-making in the face of rising service demands, expanding responsibilities, economic uncertainty and the impact of decisions by other bodies and levels of government. While today’s strategic plans tend to be more streamlined and user-friendly than their earlier counterparts, the process to develop them continues to be complex and time-consuming.

In this issue, we explore the topic of strategic planning, which has become an increasingly crucial tool for local governments. In our feature article, we discuss key considerations and provide advice on developing and implementing a strategic plan. Also included in this issue is helpful guidance on strategic plan communications, and case studies showcasing inspiring examples of strategic planning from three B.C. local governments. Building Resilience: Business Continuity Planning for Local Governments (Full Day)

Is your local government ready to face unexpected disruptions with confidence? Sign up for this engaging, full-day workshop on business continuity leading practices and program lifecycle, offered in partnership with the Municipal Insurance Association of BC and supported through the Sustaining Education Alliance with the Municipal Finance Authority of BC .

Clive Lunn, President of Acredo Consulting, Inc., has worked in business continuity and IT disaster recovery since 1996, and enterprise risk management since 2006. He will lead discussions on implementation opportunities, challenges, and solutions. Participants will use provided resources to create documents tailored for their organization, including:

· a draft program framework;

· impact metrics;

· a strategic Business Impact Analysis (BIA);

· a Crisis Management Plan;

· a roadmap for operationalizing the business continuity program;

· a high-level crisis management plan, and

· a Scenario Playbook.

This workshop will help you kick start your business continuity journey, move closer to complying with the Emergency and Disaster Management Act (EDMA), and is a valuable opportunity to collaborate with other local government professionals, sharing ideas and best practices while developing key continuity resources together.

This interactive workshop examines a local government's journey modernizing bylaw enforcement while navigating complex, simultaneous policy development on homelessness, including sheltering and supportive housing. Participants will explore the creation and implementation of a new Bylaw Compliance Policy, Strategic Plan, and revised Parks and Public Spaces Regulation Bylaw. You are invited to look back to the past and into the future! Take part in creating a new time capsule and leave a piece of your community’s legacy for future generations to discover in 2050.

What do you believe represents your community, local government, or the sector during these times? From a photo of the new rec centre, a postcard or merchandise that captures your community's spirit, a news article about a recent public engagement session, to a personal item that reflects your team, we’re excited to gather items for the new time capsule that you find memorable and will give future generations a glimpse into the past while:

highlighting organization or sector achievements (e.g. a press release, fact sheet, or other write-up on the achievement or innovation);
sharing memories created from interactions with local government peers, communities, or th e Association (e.g. a story, photograph, ball cap, event program, etc.);
best representing these times in your organization, community, or the sector;
or representing the role you see local government playing within your communities in another 25 years’ time.

Your local government is constantly evolving, introducing new innovations and services, and even earning recognition for these efforts. This is your chance to showcase how your community is working to improve the lives of those to come.

Quick renewal Steps:

For a quick renewal guide, follow these steps. As the primary contact of your organization:

1. Log into your LGMA MyAccount

2. Go to your organization’s Membership Tab
3. Renew or add people to your membership
4. Click "Submit Membership Purchase" and receive your membership invoice

For more detailed instructions and information, please follow the steps below.

Step 1: Log In

Log into your LGMA MyAccount page using this link .

Step 2: Go to the Membership Tab

Once you're logged in, go to the Membership tab.

Step 3: Renew or add people to your membership:

Under the "Employees currently not included" tab is a list of members within your organization that are up for renewal. You can add any or all employees from the list.

Please note: If there are employees you would like to add to your LGMA Provincial Membership who are not showing up on your list of employees, please provide the following information to aparadis@lgma.ca - the employee's:

- Name,

- Job title,

- Email address, and

- Phone contact.

After these employees have been added by LGMA staff, you will be contacted to continue the renewal process.

If your list of employees in your LGMA MyAccount includes employees that are no longer with your organization, please provide the following information to aparadis@lgma.ca - the employee's:

- Name,

- Date they left the organization, and

- The organization they have moved to (if its a different local government)

Once you have reviewed and selected the list of employees you would like to renew, click the " Submit Membership Purchase " button.

Step 3: Receive your membership invoice for payment:

An invoice for membership payment will appear. Review your invoice and named members and proceed to payment.

If you need to make additional changes, click " Cancel Purchase."

You may pay by credit card or you can send a cheque with your invoice number and organization name to:

LGMA 2024 - A Year in Review

As another successful year of LGMA training and professional development comes to a close, we’re looking back on some of the many achievements by the sector and the association in 2024! Collectively, you all logged countless hours of learning, levelled up your skills, and collaborated in networks to create more vibrant BC communities. Join us as we count down the hits and moments that made this year unforgettable, and wrap up a few LGMA statistics.

Training:

This year, there were 882 registrations for in-person events, including 305 people who came to our Annual Conference.
There were 454 registrations for online training across 9 programs and dozens of hours of webinars.

Members:

1,270 members joined the LGMA this year, including 203 New Professionals!
Members and staff were featured in photos on social media 51 times.
11 members were each given $150 for being picked in the Membership Renewal Draw.
We featured 5 members in our Member Spotlight including Steven Flemming, Michael Boronowski, Curtis Helgesen, Jon Wilsgard, and David Block.

Programs and Resources:

268 volunteers gave a total of 3,125 hours so far this year! Though the final numbers are still rolling in, that’s an increase of 755 hours compared to last year!
We published 104 pages of amazing content across 4 issues of Exchange Magazine.
We launched some new programs and resources this year including:
The new Local Government Internship Program,
CAO Dinner,
Coaching Essentials Online Course,
3 updated On-Demand programs,
2 manuals including the Guide for Approving Officers and Records and Information Management Manual,
And the Inclusion, Diversity, Equity, and Accessibility Resources for BC Local Governments Resource Page.

LGMA Staff:

For LGMA staff training and professional development, we travelled from Saskatchewan to Salt Spring Island.
In the LGMA staff group chat, we shared:

Request for Expressions of Interest, Local Elections Contractors and Mentors

The LGMA receives numerous requests for names of individuals willing to administer or assist with General Local Elections, by-elections and other elector assent processes on behalf of a local government. In preparation for the General Local Elections taking place in October 2026 and in light of the number of by-elections that will be taking place before then, the LGMA is seeking to develop a database of individuals interested in taking on this paid contractor position with a local government. The database will be provided to local governments, upon request, who are looking to contract out the administration of their elections.

The LGMA is also seeking individuals who are willing to serve as a mentor to provide guidance, as required, to other local governments during the election process. Please note the Mentor role is an unpaid position. If you are interested in including your name on the database as either a contractor and/or mentor, please complete this form . By completing the form, you give the LGMA permission to distribute this information to local governments upon request. Please also note this database may also be requested for election processes before and beyond 2026.

New Zealand Exchange Report

Bob Payette, CAO for the District of Metchosin, was selected as the successful applicant for LGMA’s 2024–2025 Overseas Exchange Program ! Representing British Columbia, he attended the Taituara Conference in New Zealand in September 2024. In June 2025, he will host his exchange partner, Morag Taimalietane, Principal Advisor for Customer and Community at Kapiti Coast District Council. Bob’s full report on his experiences is now available on the LGMA website.

“As a focus to my visit to New Zealand, I wanted to understand issues regarding government housing,” Bob shares in his report. “A relevant current topic in our own British Columbia communities, and globally. Secondly, my visit to the City of Whangarei focused on relationships building with local Māori, I was very fortunate to attend a full day of related activities including the Council vote to continue to have the Māori Ward at the Council table, and well as the Te Reo Program.”

The fall 2024 issue of Exchange Magazine is available now, Leveraging Artificial Intelligence for Local Government . The use of artificial intelligence (AI) continues to grow, influencing how we live and work. How can AI help local governments improve their processes, save money and better serve their communities? In this edition, the Cities of Kelowna and White Rock share how they are using AI to better serve their residents. This session is designed to help you navigate the complexities of organizing a by-election, whether you're new to the process or seeking to refresh your knowledge. You'll gain valuable insights into the legal requirements, timelines, and best practices necessary to successfully administer the election. Don't miss this opportunity to connect with fellow election administrators, ask questions, and ensure your by-election runs smoothly.

This session will be held over Zoom on November 19, from 1:30 to 3:00 pm. To allow for maximum registration, registration will remain open until Thursday, November 14 at 4 PM. This session is intended for Chief Election Officers (CEO), Deputy Chief Election Officers and other election support staff from various local governments across BC.

Exchange Magazine Survey - We want to hear from you!

We want to hear from you regarding the future of Exchange Magazine ! The LGMA has been distributing a quarterly newsletter, now called Exchange Magazine, to its membership for over 40 years and in its current format since 2009. It has been used as a tool by the Association to promote and report upon leading best practices in local government, highlight case studies that help local government leaders navigate the changing landscape of public sector service, and celebrate local government excellence large and small. It has also been a space to highlight LGMA programs and events, to provide updates to the membership including information on member movement and retirements, and more. In the past year, we have added some new features like the “Ask a Mentor” column and the “Volunteer Spotlight.”

As a peer-led, peer-driven provincial membership association, the LGMA strives to ensure our programs, services, and member resources are shaped by the local government leaders we serve. As such, we invite you to share your ideas, feedback, and priority themes for future editions of Exchange Magazine. Local Government Internship Program Host Applications are Now Open!

The LGMA is excited to announce that applications to host an intern through the Local Government Internship Program are now open! Local governments in BC with a population of 25,000 or under are eligible and can receive funding to provide hands-on work experience, professional development, and mentoring to successful interns for a 12-month period. Are you interested in building your organizational capacity while training and mentoring young professionals? Then this program is perfect for your organization!

Interns bring fresh ideas, creative solutions to challenges, and a willingness to learn about local government. LGMA will actively work with post-secondary institutions to promote local government careers and the internship opportunity to provide a slate of qualified interns for the host’s consideration. Interns will start their internship in May – June 2025. The host application deadline is October 29, so don’t miss this exciting opportunity! LGMA-UBCM Discussion Paper "Potential for Change: Responsible Conduct Framework for Local Government Elected Officials"

A new discussion paper for local government explores the potential of mandatory codes of conduct and models for their administration and enforcement. The paper, Potential for Change, follows a succession of UBCM resolutions that call for changes to the responsible conduct framework for local elected officials. It weighs the merits of a province-wide office of integrity and introduces a new option for local governments to consider to support code of conduct enforcement. Responsible conduct is a developing policy area for local governments in Canada, and the search for effective legislative approaches continues to evolve. The purpose of the paper is to add to the current discussion in British Columbia by referencing efforts in other provinces and highlighting factors for further consideration as local governments consider changes to the existing framework.

The current framework

British Columbia’s current framework gives local governments a high level of choice, including the decision of whether or not to adopt a code of conduct. One rationale for this flexibility is that it enables local governments to create Council and Board cultures that foster responsible conduct. This enabling approach has supported considerable development, as approximately 130 of the province’s 188 local governments have now implemented codes of conduct. The current approach, though, has also left considerable gaps in the system. Just under 30% of local governments currently do not have a code of conduct. For the remainder that do, there is significant diversity in the thoroughness and effectiveness of their codes. In addition, local governments have consistently said, through UBCM resolutions and other means, that additional resources are needed in order for them to administer and enforce codes of conduct. There also has been consistent feedback that the current model places a strain on administrators and, in cases where conduct issues have become entrenched, has not led to the effective resolution of issues.

Alternative models for administration and enforcement

A key point in the paper is that models of province wide administration and enforcement would require mandatory codes of conduct. Mandatory codes of conduct would also likely include a minimum set of standard elements, such as clearly defined process for vetting complaints and handling investigations. Lack of clarity on this point has led to local governments rejecting a resolution calling for a standard code of conduct for local governments in BC while endorsing successive resolutions calling for a province wide approach. Potential for Change also outlines reasons why local governments may want to think twice about a centralized provide-wide service for administration and enforcement. A centralized province-wide service would face capacity challenges to respond in a timely fashion to the needs of 188 local governments. Given that timely intervention is essential to effectively dealing with problems when they arise, this is a critical factor. Cost containment for such an office would also pose an inherent risk, and local governments should not assume that the Province would agree to having a role in funding it.

Given the overall legislative framework that supports local government, a centralized province-wide office would not have additional sanctions beyond those already available, nor would such an office have the power to impose them on a local government. These are two points of common misunderstanding. Finally, local governments should also consider whether a shift to a centralized authority would weaken the current commitment shown by many local governments to fostering a culture of responsible conduct. As a third option between the status quo and a provincial office, the paper outlines a model similar to those adopted in Ontario in Manitoba which require local governments to have a code of conduct (with varying degrees of standardization) and appoint an independent third party to support administration and enforcement. This approach would ensure that codes of conduct are in place before problems arise, and that they meet a basic standard of completeness. It also ensures there are sound procedures in place for every community for dealing with issues. This approach leaves the option open for local governments to work with neighbours within a regional district to share the cost for an independent third party.

New requirements under the British Columbia Emergency and Disaster Management Act mean local governments have increased responsibilities when it comes to planning, mitigation, consultation and training to prepare for disasters, including Indigenous consultation and developing a business continuity plan.

In this issue of Exchange, we speak with experts and share what to include in your business continuity plan. We also hear insights from the City of West Kelowna’s 2024 wildfire emergency management experience and the Village of Lytton’s long road to recovery. Do you work in land use planning? Are you curious about how UNDRIP impacts the ways local governments and First Nations in B.C. are working together? If you answered yes, join us for the First Nations and Local Government Land Use Planning Regional Workshop , a 2.5-day workshop specifically designed to enhance connections and understanding between First Nations and local governments on land use frameworks and identify tools for developing shared land use practices.

With the input of experienced practitioners from First Nations and local governments, this workshop features regionally curated content for the Vancouver Island and Coast region and is open to attendees from this region only. Learn about legislative and land use frameworks, relevant resources, and inspiring case studies. In addition, take part in facilitated dialogues on opportunities to enhance working relationships between First Nations and local governments.

New - Local Government Internship Program

Local governments are finding it increasingly difficult to train or attract skilled professionals who are interested in a career in local government. Over the next several years, the trend of senior local government staff retirements combined with the changing legislative landscape has put even more pressure on the local government system to find ways to recruit skilled professionals to the local government sector. Individually, many local governments (rural and smaller communities) lack the resources or capacity to tackle this issue on their own. In response to this, the Local Government Internship Program provides a system-wide approach to support BC local governments to navigate the challenges of recruitment and training while also highlighting the profession to new and emerging leaders.

Additional Information and Program Terms

Local governments in BC with a population of 25,000 or under are eligible to apply to host an intern.
Local governments must be able to commit time and resources (funding and staff) to support an intern and demonstrate support from Council and Administration to host an intern.
Local governments must provide experiential learning opportunities such as participation in projects and time to reflect on experiences through mentoring and coaching by the supervisor and other staff.
Local governments must provide support to the intern to explore local government with the intent of providing a management career-path oriented experience.
Funding provided to successful hosts for intern compensation and training, and other support includes:
$42,000 for intern compensation (salary, benefits, and payroll deductions).
$5,000 for professional development, association membership fees, and travel costs to attend Internship workshop(s).
Local governments are expected to financially contribute to the cost of hosting an intern including their salary and professional development opportunities (a minimum of $5,000 is required for salary, and $2,500 for professional development).
Six internship opportunities (one per LGMA region) are available each year for a three-year period, including one intern position which will be administered in partnership with Northern Development Initiative Trust. Applicants for this region’s internship position must apply via the Northern Development website and adhere to their requirements, timelines, and procedures. Interns and supervisors will receive support from the LGMA such as onboarding, resources, coaching, mentoring, and check-in meetings.

FOI, Privacy, and Records and Information Management On-Demand Training

If you’re having difficulty finding useful FOI, privacy, and records management training for those new to the roles or need a refresher, look no further! The LGMA offers three on-demand courses on FOI, Privacy, and Records Management, created specifically for BC local government staff. At your own pace, learn key concepts and legislative requirements through interactive learning activities, and review the best practices. Participants will also get an opportunity to attend a complementary Ask the Experts session on November 3, featuring a panel of respected professionals in the field who are eager to share their advice and insight.

Each course consists of two parts: a) 3-module, self-paced online learning and b) a live, virtual “Ask the Experts” session. You can work your way through the online leaning content at your own pace to learn about key information, case scenarios, best practices, and additional helpful resources. Upon completion of the online learning, you will be invited to attend the “Ask the Experts” session on November 3 where you can connect with your peers and experts in the field, ask questions, and exchange best practices to expand your knowledge. Registration for each course is separate and courses do not have to be taken in a particular order. While you do not have to take all three, we recommend you do, as the three topics are are integral to local government.

Town Hall Information Session on the Updated LGMA Records and Information Management Manual

May 30, 1:30 - 3:00 P.M.

The 6th edition of the LGMA’s Records and Information Management Manual will soon be available for pre-sale! In anticipation, the LGMA is hosting a complimentary town hall session with four of the experts responsible for review and updates of the manual. The town hall will be held virtually on May 30th from 1:30 pm to 3:00 pm.

For the first hour of the session, each panelist will provide a brief presentation summarizing their updates and contributions to the 6th Edition. Attendees can pre-submit questions for the panelists here , or live during the session. Sharon Byrch, who developed the Excel version of the manual’s records classification and retention schedules first introduced in 2017, will provide a mini workshop on the use of this tool.

Registration is complimentary but required for the town hall session . Registration is limited to local government employees or other local authority, First Nations government, or other staff in government who work with local records management processes. The Townhall Panelists:

Stuart Rennie , MLIS, JD, FAI, is a Lawyer and Information Governance and Records Management Consultant. Stuart specializes in records management, privacy and freedom of information, law reform, public policy and information governance law. He is a Fellow of ARMA International. Since 2020, he has been a voting member and legal advisor to the Canadian General Standard Board’s Committee on Electronic Records and Image Management for the National Standard of Canada, Electronic Records as Documentary Evidence (CAN/CGSB-72.34:2024). Since 2006, he has been the co-author of the Local Government Management Association of British Columbia Records Management Manual For Local Government In British Columbia (LGMA RIM Manual). He is the co-author with Bobbi Bishop of the LGMA RIM Manual (6 ^th edition, 2024).

Bobbi Bishop is an Information Governance and Records Management Consultant and project manager. She is also a licensed private investigator. She provides consulting advice for local governments, public bodies, professional associations, societies, corporations and First Nations to create phased RIM programs. She provides clients with RIM coaching and training. With Stuart Rennie, she is a member of the expert panel appointed by Self-Governing Indigenous Governments where she provides advice on RIM and data governance. Also with Stuart Rennie, she is a co-author of the Local Government Management Association of British Columbia Records Management Manual For Local Government In British Columbia (6 ^th edition, 2024).

Sharon Byrch is the Manager of Information Services at the Capital Regional District (CRD) in Victoria, BC. Sharon has worked in local government for over two decades. She started volunteering for the LGMA in 2014 as a member of their FOIPPA and Records Management (RM) Committee, and later served as Co-Chair (2020-2021) and Chair (2022). She was an advisor for the 2015, 2017, and 2024 editions of the LGMA RM manual, and often delivers RM training for the LGMA. Sharon created the Excel version of the RM manual's records classification and retention schedules for the 5 ^th , 2017 Edition of the Manual, which has been reviewed and updated for this 6 ^th 2024 Edition.

Adriana Proton is the Manager of Legislative Services for the City of Courtenay. She has been a Corporate Officer for more than ten years and is the current Chair of the LGMA FOIPPA and Records Management Committee. Adriana holds a Master of Public Administration degree, Board of Examiners certificate in Local Government Statutory Administration, and she is a Certified Records Manager. Adriana is one of the three Committee members who volunteered their time and expertise to review the draft 6 ^th Edition of the Manual after the Legal updates were completed. Her ruthless attention to detail is evident in the overall quality of the manual. Adriana has worked for municipalities as small as 440 people and has gratefully relied on the LGMA and its manuals throughout her career.

Having trouble coming up with an idea to celebrate Records and Information Management Month this April?

Through the actions of members of ARMA (the Association of Records Managers and Administrators), Records and Information Management Month was first recognized in 1995 as National Records and Information Management Day. The goal was to draw attention to the importance of renewing the US Paperwork Reduction Act. ARMA International organized a luncheon in Washington, D.C. as part of the celebrations, with members of Congress and the executive branch in attendance. The observance grew in scope over time and Records and Information Management Month is now celebrated globally each year in April.

Last year, members of the LGMA’s FOI, Privacy and Records Management Committee provided a curated selection of promotional ideas they used to attract the attention of staff and raise the awareness of good records and information management.

This year not only will the LGMA be publishing the 6 ^th edition of our Records and Information Manual in April, we are also providing a few more new promotional ideas below to help get your creative juices flowing.

Even AI has something to learn about Records Management this month: It’s not all paper and naming conventions.

With the information field evolving, we need to consider the generally accepted recordkeeping principles in our use of technology: Accountability, Transparency, Integrity, Protection, Compliance, Availability, Retention, and Disposition.

How can we confirm the integrity of AI-generated outputs? How do we protect personal information AI may use (and potentially breach)? Reflect this RIM Month on how your organization uses technology and information that is consistent with the principles (and broader legislative framework).

The topic of AI is on the minds of almost every local government staff member, most particularly those involved in technical assessments, privacy management and records and information management. It’s not only of concern, but it is also being assessed to build tools to streamline processes and reduce budget needs.

Given this level of interest, Robyn input the following prompt into an AI image generator: “An image of someone who has accomplished perfect records management, streamlined information processes, and ideal organization of data for optimal organizational value.”

As you will note, given the spelling errors and unrecognizable imagery, AI does have a way to go in terms of development, not to mention the outdated reliance on paper to describe information management; however, there is little doubt AI will continue to develop in municipal work, and not just in response to fun prompts.

Cobi Falconer, Director, Access to Information and Privacy, City of Vancouver

The City of Vancouver’s Access to Information and Privacy (ATIP) Department is using Records at Work month to celebrate Departmental Records Coordinators (DRCs) and recognize the important work they do.

DRCs are departmental record-keeping representatives located in each business unit and are considered records compliance champions. They support their work area by providing records management assistance such as filing, finding and sharing departmental records.

The Corporate Records and Information Management (CRIM) Team are offering a coffee card to five lucky participants who can name the DRC(s) in their business area. CRIM will also be requesting the organizational business units to nominate a DRC superstar from their unit who will also receive an award.

In addition to all of the above, CRIM will host a one-hour DRC Ask Me Anything session after soliciting records management questions in advance from DRCs. CRIM staff will provide their responses to the questions to those who register for the online session.

These records management events will be held during the month of April to highlight Records and Information Management Month.

LGMA assumes that applicants will have the approval and endorsement of their organization to apply.

Selection will take place once the program registration has closed (typically one week out from the program) and LGMA will contact successful applicants only for the purpose of confirming financial assistance. To respect recipient confidentiality, LGMA will not name or publicize travel grant recipients. Grants will be made payable to the applicants’ organizations once the program is completed.

How will your Organization celebrate Records and Information Management Month this April?

Every April, records and information professionals in local government organizations come up with new and unique ideas to raise awareness and educate staff and leadership about the importance of information management within the organization. Their intention is to emphasize the significance and relevance of organizing and maintaining records and data to manage information efficiently and effectively.

Through the actions of members of ARMA (the Association of Records Managers and Administrators), Records and Information Management Month (RIMM) was first recognized in 1995, the goal was to draw attention to the importance of renewing the US Paperwork Reduction Act. ARMA International organized a luncheon in Washington, D.C. as part of the celebrations, with members of Congress and the executive branch in attendance. The observance grew in scope over time and Records and Information Management Month is now celebrated globally each year in April.

The LGMA’s FOI, Privacy and Records Management Committee members know it’s difficult to come up with new attention-grabbing ideas yearly to promote good records and information management, so this year we’re providing a curated selection of promotional ideas for you that they’ve used successfully that you can adapt and use for your own organization.

Cobi Falconer – Access to Information and Privacy Director – City of Vancouver

The City of Vancouver’s Access to Information and Privacy office (ATIP) observes and promotes three events each year to align with international awareness campaigns including Data Privacy Week (January), Records and Information Management month (April), and Right to Know Week (September). During the month of April, ATIP will be commemorating Records and Information Management in the following ways:

Show what success looks like

First, ATIP will publish a case study describing the successful implementation of records management principles and best practices, including the centralization of electronic records in the City’s EDRMS, the application of standard naming conventions, consistent classification of records, protection of private and confidential records, and application of records retention policies. This case study will demonstrate what success looks like and will be published on the City’s internal site.

Contest

Second, ATIP will hold a contest, known as the “DRC Superstar Award”, which is a recognition program. A DRC is a Departmental Records Coordinator and responsible for ensuring their business unit is in compliance with the public body’s Corporate Records and Information Management policy. This recognition program aims to increase staff awareness about the records management support work that the DRCs provide as well encourage DRCs to remain in this role. Success will be measured in the number of nominations received and level of staff participation.

This annual event is designed to recognize the work carried out by the 275 designated departmental records coordinators to promote good record keeping in their individual work areas. This contest will run for three weeks and the “DRC Superstar” winner will be announced on the City’s intranet site and internal newsletter.

Thirdly, this campaign will be promoting ATIP’s quarterly training sessions, ATIP’s annual report, and the City of Vancouver Archives.

The next quarterly training session is being held in April and includes highlighting the importance of good records management and what it means to be a part of an information compliance culture (which includes Privacy and FOI). Release of ATIP’s 2022 Annual Report will contain data on FOI, Privacy and records management metrics. The Archives will be celebrating its 90 ^th anniversary with a social media campaign promoting its holdings from mid March to mid June, culminating in a proclamation on June 12. Andrew Geider – Records and Information Management Specialist – City of Burnaby

The City of Burnaby's Records and Information Management Department thought Valentine's Day would be the perfect opportunity to raise the profile of Records Management with staff through a Records Management Knowledge questionnaire with a chocolate incentive for responding. The questionnaire was circulated to 82 employees of Corporate Services (Community Services; Legal; Marketing & Communications; and Legislative Services) in the first week of February so there was time to respond. The Department received 69 completed questionnaires and handed out 14 pairs of Lindt and Ferrero Rocher chocolates*...a very successful outcome, approximately 84% of possible respondents.

*14 pairs of chocolates because Valentine’s Day is on the 14th. It was a random draw. 1 pair of chocolates = one Lindt and one Ferrero Rocher

Brandon Hill - Records Management Coordinator - Regional District of Fraser-Fort George

The Regional District of Fraser-Fort George initiated a Records Inventory of its offices, facilities, and

other sites starting on September 19, 2022. The LGMA Records Management Manual touches on conducting an Information Survey (5th Edition: Section 2.2, “Information Survey”, page 16).

In order to implement a Records Management Program, a “Records Inventory” is an essential tool. This article will provide some information for other local government organizations to think about if they are interested in pursuing a Records Inventory for their organization.

While not specifically associated with a Records and Information Management month promotion, this article is a useful blueprint for organization planning, presenting details such as review of the plan, the resources developed, the project roll out, the outcomes, both good and bad, as well as some lessons learned. Utilizing the raised profile of good records management during the month of April in local government circles to build knowledge in your own organization should make it easier to complete large records management projects in a timely and cost-effective manner.

The City of Vernon ‘s Records Management Program is celebrating April as Records and Information Management Month by recognizing the important role that records play in our daily work.

The proper management of records offers many benefits to the organization. Compliance with policies, saving time, finding and retrieving records faster, minimizing the carbon footprint of records by reducing file duplication and paper waste.

Legislative Services in partnership with Information Services have created an “Email Contest”, that will promote “Best Practices for Email Management ” and reduce the network size in our data base.

The Government of Newfoundland and Labrador and public bodies and their employees must comply with the Management of Information Act. The Office of the Chief Information Officer (OCIO) provides employees with policies, directives, standards, guidelines and best practices to support compliance. In April of 2017, the OCIO composed a Records Management Rant (RMR). They set up an April calendar with each weekday in the month containing a graphic and a one liner about a particular records management issue. Anyone could click on the calendar for the day of the month and read that day’s Rant. For example if you click on April 3rd, the rant is titled “Transitory Emails” and the tip is: “Remember to routinely dispose of emails that are transitory records.”

Change Management is so much more than training people or communicating what's new. It requires significant preparation and critical leadership skills to both implement a desired initiative and empower people to embrace the change within their current environment. Understanding the ways in which managing change can reduce barriers to adaptation to change and lead to a more fluid, dynamic organization. This course is intended for local government managers and leaders who want to learn and explore this key leadership competency.

Guiding your team through change can be challenging. Using self-paced activities combined with virtual webinars, this online course will provide local government leaders with the strategies they need to identify and plan for the stages of change, recognize and evaluate the impact of change, and apply change strategies that support strategic priorities and put the structures in place to foster lasting change.

The Ministry of Municipal Affairs with the help of numerous LGMA members have released the Guidance for Adapting to the New Electronic Meetings Framework to support local government staff and elected officials to consider the new electronic meetings rules and best practices for procedure bylaws. These new rules will come into force by regulation on September 29, 2021 after the authority to hold electronic meetings under the COVID Related Measures Act and Ministerial Order 192 expires on September 28, 2021.

The guidance explains the new electronic meeting rules, timelines for amending procedure bylaws, best practices for procedure bylaws and other resources including questions to consider when thinking about electronic meetings. Further information on procedure bylaws can be found on the Ministry of Municipal Affairs website. Please see the full letter from Deputy Minister Tara Richards of Emergency Management BC regarding Policy 5.13 — COVID-19 Pandemic Response Task Number Eligibility:

On March 17, 2020, a public health emergency was declared under the Public Health Act followed on March 18, 2020 by a declaration of a provincial state of emergency under the Emergency Program Act (EPA). These declarations allowed emergency management officials to use extraordinary powers under the EPA to support the Province's COVID-19 pandemic response. To support community response, Emergency Management BC (EMBC) developed Policy 5.13: COVID-19 Pandemic Response Task Number Eligibility and the supporting eligibility supplement detailing the types of emergency response costs eligible for reimbursement, which provided certainty for First Nations and local governments to undertake response actions without delay due to eligibility concerns.

On May 25, 2021, the Province announced BC’s Restart Plan — a four-step plan to bring BC back together, which will be a slow and gradual return to a more normal life. With the announcement of Step 3 of the plan, the provincial state of emergency will be lifted end of day on June 30, 2021. As the legislative authority to reimburse incremental First Nations and local government COVID-19 emergency response costs is tied to the provincial state of emergency, Policy 5.13 will be simultaneously rescinded. Costs incurred while the provincial state of emergency was in effect remain eligible for reimbursement through the regular financial response claim reimbursement process .

Acknowledgement of the unmarked gravesites found at former Marieval Indian Residential School

It is with heavy hearts that we acknowledge the recent and horrific news of 751 unmarked gravesites, of mostly children, found at the former Marieval Indian Residential School on the lands of the Cowessess First Nation at a time when so many First Nations communities are already experiencing unimaginable grief and loss. The LGMA acknowledges that the immense pain and compounded grief experienced by the Cowessess First Nation and Indigenous communities around the country and we acknowledge that this news is incredibly triggering.

We encourage local governments to honour the incomprehensible pain and grief Indigenous communities are experiencing by considering the ways in which they can support Indigenous peoples and First Nations governments. We encourage non-Indigenous leaders to read and reflect on the Truth and Reconciliation Commission’s “ Canada’s Residential Schools: Missing Children and Unmarked Burials ” Report; from this important report, we recognize that the immense grief felt by Indigenous peoples represents only a fraction of this horrific reality. We remain committed to assisting local governments to implement the Calls to Action in the Truth and Reconciliation Commission report of 2015 .

BC's Restart: A plan to bring us back together

BC's Restart is a careful, four-step plan to bring B.C. back together . Starting May 25, we can gradually begin to restart our important social connections, businesses and activities. Getting vaccinated is the most important tool supporting our restart.

How we move through the steps

To move through the steps, we're looking for:

Declining COVID-19 case counts
Increasing vaccination rate in people 18+
Declining COVID-19 hospitalizations, including critical care
Declining COVID-19 mortality rate

Step 1: Starting May 25

The criteria for Step 1 is at least 60% of the 18+ population vaccinated with dose 1, along with stable case counts and COVID-19 hospitalizations.

Physical distancing and masks continue to be required in public indoor settings
If you or anyone in your family feels sick stay home and get tested immediately

Ammonia Safety Awareness

The Ammonia Safety Awareness Program was developed due to the rise of ammonia-related incidents and hazards over the past few years, including the tragedy at Fernie Memorial Arena.

Developed in collaboration with industry professionals, this program provides training and downloadable tools to fill in knowledge gaps and share best practices for maintaining ammonia refrigeration equipment and systems across their lifecycle. Together, we can help prevent safety hazards and business risks to arenas and other recreational facilities.

NEW RESOURCE: Forging the Path to Responsible Conduct in Your Local Government

Forging the Path to Responsible Conduct in Your Local Government

A new resource released by the Working Group on Responsible Conduct (WGRC) provides guidance on ways to prevent conduct issues by local elected officials and options to address them if they do arise. Forging the Path to Responsible Conduct in Your Local Government provides advice on fostering responsible conduct, maintaining good governance and resolving conduct issues for elected officials on Councils and Boards. It also includes considerations for local governments that may be exploring an enforcement process within their existing Code of Conduct.

Enforcement processes within a code of conduct are a relatively new practice in B.C., and the guide draws on examples from local governments that have included enforcement in their codes to highlight both current practice and considerations a local government may wish to evaluate as it begins to design its own enforcement process. In addition to consultations both with local government staff and elected officials, the guide was informed by discussions with legal experts experienced in responsible conduct matters.

Chief Administrative Officers and their Corporate Officers are encouraged to explore this new resource and take advantage of the practice guidelines and tips to engage with and support their elected officials in proactively encouraging informal approaches to conflict resolution and to ensure responsible conduct and, when that is not possible, to consider administratively fair enforcement options to hold elected officials accountable for their conduct.

Immunization Rollout Update

Walk-in vaccination opportunities throughout B.C.

From mobile clinics to pop-up activities in the community, vaccination sites throughout the province will take part in Vax for BC, offering unique walk-in opportunities to get more people fully vaccinated with their first and second doses.

Registration is now open to anyone born in 2009 or earlier (12+). Visit the Ministry's webpage for more details and info on the fastest way to register.

B.C. youth 12+ can register, get vaccinated against COVID-19

Immunization eligibility

Anyone 12 years or older may now register through the Get Vaccinated online system. Appointments are now being made for:

People born in 2009 or earlier (12+)

First responder and worker program

Health authorities are contacting workplaces to arrange for workers to be vaccinated. This program continues to be phased in, focusing on communities that are at highest risk.

AstraZeneca pharmacy program

In addition to the age-based and worker programs, vaccinations are expanding for people aged 30 and up who are now also eligible to receive their AstraZeneca vaccine at participating pharmacies, with supply. This is being done after a careful review of the evidence that initially led to a pause in the expanded AstraZeneca vaccine program for younger workers.

Note: If you got your first dose in a pharmacy and have never registered using the provincial system, make sure you are registered .

Emergency Management BC

Emergency Management Association of BC

Emergency Management of BC has provided updates on their work to repeal and replace the Emergency Program Act. This initiative remains a top priority for EMBC.

Timelines

The first update is regarding timing. Due to the ongoing response to COVID-19, the target date to deliver new legislation has shifted. They are now focused on spring 2022 for the introduction of new emergency management legislation in the Legislative Assembly.

Between now and fall 2021, they will be reconnecting with partners as they develop the legislation. Some work on new regulations will also begin this year; however, most of it will occur once new legislation is in place.

Currently, they are assessing input from their initial engagements, as captured in the What We Heard report . They are also reviewing lessons learned from British Columbia’s early response to COVID-19 and determining how previous input and experiences can be reflected in a new act. Once that work is complete, they will seek direction from government, draft the new legislation and present it for approval.

Staying Connected

The second update is regarding how they plan to keep you informed of the legislative development process over the coming months. For efficiency and ease, they’ve launched an online hub that will consolidate all information related to the new legislation. Local Authorities

Throughout this initiative, EMBC has been working closely with the Union of British Columbia Municipalities, including the Flood and Wildfire Advisory Committee. This will continue between now and spring 2022 to ensure local authority perspectives and needs are well understood by government. Later in 2021 and early 2022, EMBC will also be working with the UBCM, among other partners, on implementation planning.

Message from the President:

I am pleased to present the LGMA’s 2020-2024 Strategic Plan , which will support program adaptations and the sustainability of our Association through the opportunities and uncertainty of the coming five years.

The LGMA remains committed to providing outstanding programs to ensure a culture of excellence in local government management and administration and to realize advances for both the Association and for the profession of local government in British Columbia.

The strategic planning workshop to develop the path ahead was completed a week before the onset of the effects of the COVID-19 pandemic on the Association, its members and the world community. While many of the initiatives, strategies and priority actions remain valid, the implementation timelines are highly dependent on the business recovery of the Association as it emerges from the pandemic.

This Strategic Plan represents significant planning, research, dialogue, and decision-making that involved research professionals, members, non-members who have been engaged with the Association as participants in educational programming or as volunteers, staff, Chapters, and the Board. It includes the continuation and modification of targeted strategies that have served to grow the educational programming and financial sustainability of the Association in the past, while also being flexible enough to adapt to both the known and unknown factors ahead.

With the dedication of our hard-working staff, leadership of our Executive Director and guidance of our Board of Directors, the future of LGMA is in good hands.

The course will review ethics and why they are important when we work in local government, why ethical practices are essential to shaping the culture of an organization, and how they help us build and maintain public trust.

Course Format:

This two-hour course is available on demand at any time for no charge. Working through four units, you will have the opportunity to learn about ethics in local government, practice your ethical decision-making skills and complete a series of challenges. Upon successful completion of the full course, you will receive a certificate.

Background:

Effective January 1, 2020, the Board of Directors of the LGMA approved a new Code of Ethics reflecting their direction that all members demonstrate the highest standards for ethical conduct and integrity in all public, professional, and personal relationships. All LGMA members must complete two hours of mandatory training in ethics every two years. All first-time members of the LGMA must complete two hours of mandatory ethics training in their first year. This complimentary online course will assist you to meet your training requirement.

Developed and led by local government experts and practitioners, this week-long residential program provides a comprehensive review of the duties and responsibilities of the Statutory Approving Officer, practical training, along with best practices for carrying out this function. Accommodation and meals are provided and arranged by LGMA.

Eligibility Requirements: You are eligible to attend the MATI® School for Statutory Approving Officers if you work in a BC local government or First Nations jurisdiction and are the Statutory Approving Officer, Deputy Approving Officer, or the primary person responsible for the evaluation of subdivision applications in your organization. Participation from provincial approving officials is welcome.
