Policy 017: Life Membership & Member Recognition

POLICY STATEMENT:

It is the policy of the LGMA to recognize extraordinary contributions by its members, local government agencies and others, to the Association and to the field of local government in British Columbia.

POLICY BACKGROUND:

The Association has, for many years, recognized contributions to the organization by the granting of Life Memberships, Distinguished Membership Awards, Professional Service Awards, Distinguished Partners Awards, Long Service Awards and the President's Award. Criteria for these awards are set out in 'Schedule A' Terms of Reference, which are attached to this policy.

POLICY GOAL:

It is the goal of this policy to provide a range of opportunities for formal recognition of individual members, agencies and private sector organizations, who have made a extraordinary contribution to the LGMA, or to the field of local government in British Columbia.  The policy will also provide direction to the Board of Directors on criterion for the various  awards and the timing of the recognition.

POLICY OBJECTIVES:

  1. To provide a Life Membership to individual members who have made a significant contribution to the Provincial Organization. The award shall be granted to qualified individuals upon a 2/3 vote of the Board of Directors. Recipients of the Life Membership shall be entitled to all the benefits of membership in the organization in accordance with the Bylaws of the LGMA.
  2. A Life Membership shall also be awarded to Past Presidents of the provincial organization upon the completion of their term of office. All Life Membership awards shall be considered by the Board at their Spring Board meeting and shall be presented at the Annual Conference held each year.
  3. A Distinguished Membership Award may be presented, upon the approval of the Board, to individuals who have made an extraordinary contribution to the Association and its members.
  4. Professional Service Awards may be granted annually upon approval of the Board.  The Award shall recognize outstanding achievement by local government officials; provide an opportunity for the other officers to benefit from those achievements; and recognize the positive impact on local government by the contributions of local government officials.
  5. Distinguished Partners Award may be granted annually upon the approval of the Board to a firm or organization which has made a significant contributions to the LGMA, its members and/or to local government in B.C.
  6. A Long Service Award may be presented, upon approval of the Board, to individuals who have served in a local government capacity for 20 years or longer (amended March 4, 2011).
  7. An annual President's Award may be presented at the discretion of the current LGMA President to someone they believe has contributed to the betterment of the profession or the Association. With the annual Presidents Award, a gift with a maximum dollar value of $200 may be presented.

TERMS OF REFERENCE

The Operations and Member Services Committee will review submissions for member recognition and make a recommendation to the Board of Directors at a pre-conference meeting.

Terms of Reference for such recognition shall be as follows:

A. LIFE MEMBERSHIP

Criteria:
  • The individual shall be a member in good standing, who has been actively involved with the Association for a minimum of ten (10) years
  • The individual must have served the Association in an Executive capacity for a minimum of five (5) years at the Provincial Executive level
  • The individual shall be an outstanding example of one who meets with the criteria as set out in our Code of Ethics and has made a significant and ongoing contribution to the Association and to local government in B.C.
  • Such individual(s) shall be deemed deserving by the LGMA Executive Board of the day, in a vote taken, and passed by a 2/3 majority of the total members of the Board at a regularly constituted meeting
  • A Past President of the Local Government Management Association of BC shall be automatically eligible for Life Membership upon his or her retirement from the Executive Board, (Adopted 1994)
  • More than one Life Membership may be bestowed in any given year

Recognition:

  • A certificate shall be presented at the Annual Conference to life members, followed by recognition in the LGMA Exchange
  • All fees related to the LGMA membership and convention attendance shall be waived for retired Life Members who are no longer actively employed in a local government position   

B. DISTINGUISHED MEMBERSHIP

Criteria:

  • The individual must have been a member of the LGMA for a minimum of ten (10) years
  • The individual must have served the Association in an Executive or Committee capacity at the Chapter or Provincial Executive level
  • This individual, at the time of nomination for Distinguished Membership, cannot be a sitting member of the LGMA Executive Committee but could be involved in Chapters or on various committees set up by the LGMA
  • The  individual shall be an outstanding example of one who meets the criteria as set out in the LGMA Code of Ethics and has made a significant contribution to the Association and local government in B.C.
  • Such other individual who meets all or some combination of the above criteria, and has acted in a capacity that the LGMA Executive committee deems exemplary and deserving of recognition of a Distinguished Membership Award
  • Selection of an individual must be ratified by a 2/3 vote of those Executive Committee members present at a regular LGMA Executive Committee meeting
  • More than one Distinguished Membership can be bestowed in any given year
  • Distinguished Membership shall not qualify for a reduced membership rate in the LGMA

Recognition:

  • A certificate shall be presented at the Annual Conference, followed by recognition in the newsletter
  • In addition to the certificate, a Distinguished Membership Award recipient may be presented with a gift not exceeding $50 in value

C. PROFESSIONAL SERVICE

  • To recognize outstanding achievement by local government officers
  • To provide an opportunity for other local government officers to benefit from those achievements
  • To recognize the positive impact on local government by the contributions of local government officers

Criteria:

  • LGMA "Professional Awards" may be awarded to regular members in one of the following categories:
    • Leadership - Provided outstanding service to his or her municipality or regional district through the development of management procedures and/or programs which have resulted in significant cost savings and/or efficiency
    • Innovation - Developed and/or implemented innovations which can be and are of benefit to their local government jurisdiction
    • Community or Volunteer Service - Made an exemplary contribution of time and effort which result in the reinforcement of the positive role of local government through service to his/her community, his or her peers, or to the LGMA
  • More than one award may be presented in each year, recognizing the diverse nature of local government management

Recognition:

  • A Certificate shall be presented at the Annual Conference, followed by recognition in the LGMA Exchange
  • In addition to the certificate, a Professional Service award recipient may be presented with a gift not exceeding $50 in value 

D. DISTINGUISHED PARTNERS 

Criteria:

  • A recipient firm or group of individuals shall be strong supporters of the LGMA, its members and local government in general
  • Award recipients will usually be an affiliate member of the Association, but this will not be a condition of this recognition award
  • Awards may be presented annually, at the discretion of the Board of Directors, upon a 2/3 majority vote of the Board Members present at a regularly constituted meeting of the Board of Directors

Recognition:

  • A certificate shall be presented at the Annual Conference, followed by recognition in the LGMA Exchange
  • In addition to the certificate, a Distinguished Partner may be presented with a gift not exceeding $50 in value

E. LONG SERVICE

Criteria:

  • LGMA Long Service Awards may be awarded to regular members who have worked in a local government capacity for 20 years or longer
  • Length of service is determined by the total years served in Canada. Service does not need to be consecutive or with one local government

Recognition:

  • A pin identifying the length of service (starting at 20 years and recognized in increments of 5 years) shall be presented at the Annual Conference, followed by recognition in the LGMA Exchange

F. PRESIDENT'S AWARD

Criteria:

  • A recipient shall be a member and or an active supporter of the Association
  • An award may be presented, at the discretion of the President, in recognition of a significant contribution to the Association and its members

Recognition:

  • The form of the award shall be determined by the President. Gifts shall not exceed $200 in value 
  • A certificate shall be presented at the Annual Conference, followed by recognition in the LGMA Exchange

G. RECOGNITION OF MEMBER RETIREMENTS & DEATHS

  • A member's retirement may be noted in the newsletter and a President's letter may be requested recognizing the retirement 
  • A member's passing may be noted in the LGMA Exchange 

H. NOMINATIONS

  • Individuals/Partners may be nominated by either:
    • The Chapter Executive
    • The LGMA Board of Directors
    • The Membership at Large
    • The Council or Regional Board, or
    • The Chief Administrative Officer of a BC local government jurisdiction
