Policy 003: Local Government Program Management Policy
POLICY STATEMENT:It is the policy of the LGMA to development and design programs to meet the professional development requirement of the membership.
POLICY BACKGROUND:
The LGMA continues to provide a diverse variety of programs many in partnership with other organizations or contractors.
POLICY GOAL:
To provide a set of standards to be applied fairly across the broad spectrum of program offerings, including but not limited to the Annual Conference, Forums and MATI programs.
POLICY OBJECTIVES:
- That a budget for each program be prepared and approved in advance.
- That the budget include an estimate of the time and cost to the association to administer the program and that except in exceptional circumstances all programs registration fees are sufficient to cover programs cost including a return to the association to contribute the Associations general operation membership costs.
- In the event that a program budget does not meet the operational standard i.e. the program will create a net loss for the Association the deficit budget must be approved by the Board.
- That with the exception of the Annual Conference and special partnership projects all programs will provide a positive financial contribution to the Association without the assistance of sponsorship.
- That staff seek the participation of practitioners to act as a committee members to provide ideas during the program development stage. That staff maintain responsibility for ensuring that operational decisions meet the LGMA's budget and policy guidelines.
- To ensure that volunteer (unpaid) speakers are provided with a token of the LGMA's appreciation, such recognition shall be limited to a value of $50.
- To ensure that mentors (unpaid) who actively participate for the duration of 6 day MATI programs are provided with a token of the LGMA's appreciation, such recognition shall be limited to $200.
- To ensure that alcoholic refreshments provided during dinners and/or receptions are limited to two complimentary drinks per attendee and that the total complimentary drinks per program per attendee do not exceed four drinks.
